You need a TVTG registration only if your concrete activity triggers the Token and VT Service Provider Act — not because “crypto” appears in the purpose. LVC formation and TVTG registration are separate tracks. The agent must not claim a licence or sell a “TVTG pack in 7 days”.

TVTG is activity-based and separate from LVC formation. The agent does not sell registration as a free add-on.
